So I've created custom fields to add extra data to products, which includes the user to be able to download a PDF upon clicking a button. However, when clicking the icon, instead of it taking you to to the PDF or file, it just reload that same page. Why is this happening? The builder is Oxygen.

You can try to contact Oxygen support to ask for outputting the field value or implementing the code or deactivate this builder and add the code to the post template of a theme.
