Keeping Paragraph Tags in WYSIWYG

I have set raw to true on the wysiwyg field and installed TinyMCE Advanced and selected 'Keep Paragraph Tags' option but I still can't get the editor to keep paragraph tags, or to create them when doing a hard break in the editor.

If I click on the text tab and put the in there manually, it will initially save them on publish, but if you click on the visual tab it removes them or if you come back to the page and edit something in another area and publish again it will remove them.
