A bug if i add custom field for default meta : First name, last name, user_email

I just notice that, if i add 3 field (from wordpress default user meta) : First name, last name, user_email >> metabox automatically change that Field Group Settings > Location to: Post type (not User)

I try to choose Field Group Settings > Location to: User > Save again and again, it still save with Location to: Post type.
